Recommendations of the Digital Rights Coalition to improve the Digital Code of Kazakhstan

Kazakhstan has started developing a Digital Code, which should become the basis of digital law in the country. In order for this document to take into account the realities of the digital age as fully as possible, it is awaiting a number of improvements and clarifications. The Digital Rights Coalition offers several key recommendations. First of all, the code should cover not only data, but also technology, cyberspace and the Internet. It is also important to complete the list of objects of digital legal relations, including digital identifiers, intellectual property, and data as a separate category. Special attention should be paid to protecting citizens’ digital rights, including the right to privacy, freedom of expression, and access to information. The inclusion of digital consumer protection, the introduction of regulatory mechanisms and increased control over digital risks are also important steps for the formation of effective and fair digital legislation.
